Generally any cement sheet older than mid 80's is asbestos. I wouldn't fuck around with it.

Had a similar scare a few years ago and that looks dodgy. I'd chuck some wet towels over it just to stop any fibres or particles from moving around too much.
I would say yes based on past experiences. Buy a couple of cans of spray varnish, doesnt matter what. Mask up Republican and grab a small sample and put that in a ziploc bag then spray the fuck out of the rest to encapsulate it and dont fuck with it until you get confirmation. Used to be able to get test kits here from places like bunnys. No longer sure. Be aware if you send it out officially you might end up officially removing. If you self test and it is then suit up and get proper asbestos bags and dump correctly. Wet clean up any dust etc. Do not just release it like ac gas.

Here is a good guide to identifying.
Check tassie laws around home owners and asbestos. I’ve looked closely at setting up an asbestos removal business here in Melbourne but too many cowboys undercutting and illegally dumping, plus here home owner can do themselves if less then 10sq meters.
Cement sheet snaps, often makes a noise. Low density asbestos sheet, like what I think you have, tears.
Get the garden hose in there, towels on top. Plastic sheet up like a slaughter room, negative pressure, fan blowing outwards to outdoors.
If you are going to remove yourself, 3M coveralls, 3M full face mask, treat everything like it’s got wet paint as far as transfer goes. Wet wipes to clean mask before removal, garden hose to hose yourself down, coveralls into a sealed bag, goes to the asbestos transfer station/landfill along with the actual asbestos.
Min call out fee in Melbourne for under 10sq m from a licenses removalist was $1200 ish when I last looked. Tipping fees and insurance eat up much of that.

Sent the photo to an asbestos tester and he confirmed it on that alone. And yes, I hit the exposed area with spray paint, out the broken off pieces in a sealed bag and wiped clean the area with a wet kitchen towel....

You've got to look at this relatively. What is $1k? These days it's a fork, good set of wheels etc. Pretty cheap for what it is.
As per my previous convo though, Tassie tradies are going to rip that stuff out with less PPE than your general public trying to avoid Covid but charge you an arm and a leg, which is better than both your lungs.
