Too many Australians these days don't have the time/money/interest/knowledge/capacity to even think about visiting a forest (or anything resembling such a thing) anyway. In other words...we don't need to lock people out. Actually, we don't lock people out...we just don't let them drive in. They are more than welcome to walk. Or try and ride the odd fire trail...In the long run the Green groups are best off letting people enjoy the forests, if there's no attachment or sense of ownership, that will mean less defence for the forests and the more distant they are, the less they'll care about them. If there's anything Green groups can do, it's educate on how to use Forests rather than their aggressive stance to lock people out.
We have lots of parks in qld that you can't legally MTB in or camp, fish or do many other recreational activities, as the years go on the land gets sold off to developers and down it all goes. Same story in NSW and Victoria. In NSW, pretty much all public lands are controlled by one Department with various silos within the Department having responsibility for various types of tenure. Some of these silos divest their responsibilities to local government, others keep it in house. All have policies/rules etc around human use ranging from unfettered access to no public access.
