2:1 is a good starting point, example. 32:16
Then adjust from there.

Keeping both sprockets small is suited to short sprints but will wear everything much earlier. and for the exact same ratio keeping both sprockets large is better for longer sprints, sounds strange I know.

If you look to BMX for a real world example...
Street riders usualy go for the smaller sets which makes sense as everything they ride is tight with little run up space.
BMX track racers usualy go for larger sprockets and sprint for much longer.

Im not a fan of small on small sprockets for 26 inch wheels, bmx guys can get away with it as they have smaller wheels, mtb wheels just create such large leverage over the sprockets.

Another thing to consider is crank length, it will change the feel your gearing ratios and can be used as a gearing ratio tool also.
It changes the relationship between the distance traveled by your feet vs your wheels.

It is a personal preferance thing, if you can try other peoples rides and take note of parts choice for what you like and also what you don't like you will save yourself money on incorrect parts choices.

If using single speed it is a good idea to use single speed sprockets and chains as well.

Something to think about anyway.
