Anyone know what this might be?

So I found this dumped on the side of the road this morning with a whole bunch of other junk (tables, worn out tyres, chairs etc). Have been using the DJ bike at the pump track for a while, and think I might like to experiment with the smaller wheel size. This just seems to need a little love and a polish and it should be fine for what I want, but was just curious as to what it might be, only markings on it are a "Fitbike" stem.
