I always thought it was more about letting them keep weight down and tune flex by having thinner seat stays and putting braking forces into the chain stay which is usually bulky anyway for power transfer (esp. on roadies). Theoretically anyway..
Done well there's also some benefits for protecting the brake hose & connection as it's protected by the frame.
