Isn't that the whole idea? Saving taxpayers about 30-50% on the human resources. It's become such a competitive gravy train these days that a basic web dev with a few years experience is commanding $120+ per hour.
That's my understanding of it. From what I've heard it's an ideological thing - Libs want to downsize the public sector and drive more work into Deloitte and PWC the private sector.

Sadly, the one time I watched one of these, it was quite funny and seemed to be written by someone of far superior intellect than anyone in PHON. I hope they paid a lot for it.

It’s already happening. It is cheaper to recruit current contractors as APS staff. Recruitment is the new answer to the budget squeeze. Now said people have to deal with F wit aps staff reporting to. APS karma bitches!

It's very hard to convert contractors in the current environment. Work and high rates are plentiful. We'll always need specialists and project resources, just gotta pay for them. But the amount of people who've been doing BAU for 5-20+ years on contract is ludicrous.
